Water temperature is at or above 68°F. At these temperatures trout are physiologically stressed and have a higher post-release mortality rate. Consider waiting for cooler conditions — early morning or evening — or choosing a tailwater with regulated temperatures.

About Frio River
The Frio ('Cold' in Spanish) earns its name — spring-fed and noticeably cooler than surrounding air even in summer. Flowing through Garner State Park near Concan, it's one of the most visited rivers in Texas, which means summer weekends bring heavy tube traffic. Best fly fishing is on weekday mornings or during shoulder seasons. Crystal clarity makes sight-fishing excellent for bass and panfish in the limestone runs. TPWD stocks a small number of rainbow trout near Leakey in January when water temps allow — incidental bonus, not a destination.
Regulations
Texas Freshwater Fishing License required. Garner State Park entry fee for in-park access ($8/person). Statewide regulations apply — no special rules on Frio main stem.
