About Upper Iowa River

The Upper Iowa River winds through northeast Iowa's Driftless coulee country — a medium-to-large limestone-influenced mainstem with strong populations of wild brown trout, brook trout in cold tributary headwaters, and a dramatic ridge-and-valley landscape that's geologically identical to the Wisconsin and Minnesota Driftless. Bluffton anchors the upper river fishery; floats and walk-wade access are excellent. Larger water than the small spring creeks of Allamakee County, with deeper holding water for trophy browns.

Regulations

Iowa fishing license required (~$22 resident annual + ~$14.50 trout stamp; 2026 fee changes — verify current rates on Iowa DNR before publishing). Year-round trout season on most NE Iowa streams. 5-fish daily limit on most streams. Verify Winneshiek and Allamakee County special-regulation sections in current Iowa DNR trout regulations.
